Can a country (who have never qualified to World Cup before) host the World Cup event? Or should the country qualify first before seeking the host?
That doesn't matter. if they get voted by the football officials, after successully applying for it, even if they never qualified, they will host.
none but to get higher chances you need high class stadiums and a strong football governing body. it is also important for the mens national team to be strong
There are no requirements 2 host the FIFA world cuo you get voted by football officials you need good stadiums and a good national side and good transport facilities; and probably a decent police force

Good National Side–No Matter what people saw England are a good side and definetly capable to win something just need a balanced team
