The spill never would have happened if we had proper regulation.

And the oil spill happened because….of that's right. Folks weren't going by the regulations. So its clear not going by regulations is the answer here.

I have followed this from the beginning it is a travesty as to how mishandled this from the start and still it.

Cleanup is pointless as long as 100,000 barrels of oil is leaking out everyday.

The real cleanup will not begin until after the leak is plugged, which will be around August.

How can you over look the fact the BP is still using chemical disbursement that spread the oil more rapidly on top and underneath the surface and blame the US Government; when BP lies don't even jive with Independent studies from scientist and engineers from around the world. BP in addition has its own security team preventing local and federal officials from sections of beaches to do clean-up. that when you might have point that the feds are exercising on behalf of the populous. but now we see the powerhouse plays of corporations and their far-reaching arm at play.

That's all big govt does is screw things up. Jindal's down there banging his head against federal BS since day one. Trying to build sand barriers? NOPE, not happening until your EPA environmental impact studies are done, send 'em in for approval, get your permits, then you get started. but WAIT here comes the 'fish & wildlife' people stopping you again because the dredging might disturb some little fishes, so now you got to haul your sand from 2 miles further out.
3 days into the event, 13 countries offer skimmers and other equipment. NOPE, got something like the 'Jones law' that keeps US sailors 'employed' by excluding foreign shipping in our waters. Until the great 0 finally waived that for a while.

If Obama would have accepted help from other countries before it got so wide spread that would have certainly helped. Now we have a storm that is throwing it up on the beaches. the bureaucracy of all this is totally ridiculous.
For regulations……what do we need them for if the Government is not going to actually get off their duff and go see if the regulations are being carried out. after all Obama can mess up this country at lightning speed, why not keep his employees doing their jobs. Oh they must be union,forgot.

Mullin is the program manager of the oil spill response research program for the Bureau of Ocean Energy Management, formerly the Minerals Management Agency.

Mullin, who has been in this job for 20 years, lives near Mount Pleasant. before going to work for BOEM, as his agency is called, he worked for the National Oceanic and Atmospheric Administration as a technical expert in physical oceanography.

Mullin’s job includes oversight of an oil spill response research test program. Results from that program are being applied to the oil spill response, Mullin wrote in an e-mail. Many of the containment booms and skimmers used in the response were tested at the agency’s test center Ohmsett, in Leonardo, N.J.

Another part of the test program involves an aerial sensor. This remotely maps the extent and thickness of an oil spill. This mapping and detection technology has also been used three times in California and in the Gulf.

The system acquires, processes and disseminates oil slick thickness maps compatible to the digital Geographic Information system. These maps are then transmitted directly to the command post to use in determining what resources should be used and where.

The test program showed that changing the surface pattern of the drum in the skimmers would improve efficiency of the oil cleanup process by more than 200 percent. Results from this research project were patented and there are at least six types of grooved skimmers being commercially sold around the world.

The agency has been conducting experiments to determine if burning could be a countermeasure for the Deepwater Horizon spill.

The test center has also conducted 15 research projects on the use of chemical dispersants. Ohmsett is the premier training site for oil spill response workers from state and federal agencies, private industry and foreign countries. Students use full-size equipment with real oil in varying oceanographic conditions.

BOEM’s national offshore office, where Mullin works, is in Herndon, Va. for security reasons, the entire interview was conducted by e-mail through the office of public affairs.

Mullin also is responsible for the analysis of the outer continental shelf oil and gas operations to ensure the best and safest technologies are used. He also advises on appropriate oil spill response equipment, techniques and methods.

Mullin, 58, moved to Frederick County in 1979. He is a graduate of the Florida Institute of Technology with a degree in oceanographic technology. He and his wife, Deborah, raised two daughters. Both graduated from Linganore High School.

His oldest daughter, Suzanne, is an aeronautical cartographer with the Federal Aviation Administration, and she is married to a pilot. his youngest daughter, Elizabeth, is pursuing her nursing degree while working part time in a physical therapy office. Elizabeth was the 2004 Maryland state girls outdoor pole vault champion. Both daughters live in Frederick.

If BO really cared, I mean really cared would we not be accepting help from skimmers regardless of what country the ship was flagged under. Not allowing a Saudi flagged (for example) vessel to help remove oil from the surface of the gulf. who or what does BO think he is protecting by not accepting this help?

BO said he would do everything possible to see that the cleanup was successful. Has he followed through with that promise or does he want to see the Gulf Coast disaster continue for his own political gains?

I've (along with many others) wondered that also…refused 13 countries, including the Netherlands, who have tons of knowledge and equipment for this kind of thing. I'm sure it has something to do with his personal agenda…….always an agenda.

If you actually are interested in the answer to your question, or in the Gulf cleanup, try doing some actual research. Here's what you'll find [spoiler alert] if you do.

There is no law and never has been restricting the participation of foreign ships in the cleanup. The law in question only restricts foreign ships from engaging in certain forms of trade at US ports. There are no foreign ships that have been barred from assisting in controlling the spill, and in fact a significant number are participating.

If, however, you're only interested in being a blind sheep robotically repeating talking points fed to you by Fox News, without the least concern over whether what you say and believe is actually true, then go on just like this. You're doing fine.

In reality, the Jones Act has yet to be an issue in the response efforts. None of them needed a waiver because the Jones Act does not apply. The Jones Act is a trade and commerce law that was enacted in 1920 as part of a larger Marine Merchant Act. The law states its purpose is to develop a merchant marine for national defense and commerce.
Why was the Jones Act waived as part of the Hurricane Katrina response, and why hasn’t it been waived now? According to the Deepwater Horizon response team: "a Jones Act waiver was granted during Hurricane Katrina due to the significant disruption in the production and transportation of petroleum and/or refined petroleum products in the region during that emergency and the impact this had on national defense." Also, contrary to reports such as the one on "Fox & Friends," international assistance has been accepted. to date, 25 countries and four international organizations have offered support in the form of skimming vessels, containment and fire boom, technical assistance and response solutions, among others. a chart provided by the State Department shows that as of June 23 five offers had been accepted and 50 were under consideration — including multiple offers from a single country or entity. one offer had been declined: France offered a chemical dispersant that is not approved for use in the United States.
Each offer must be compliant not only with the needs outlined by the Unified Command, but also with U.S. safety regulations. The Unified Command provided us with this statement and information:

Also, all offers, except for a few, come with a serious price tag. The associated Press compared these offers with recent aid that the U.S. gave to some of these countries. The AP reported:
